More AdWords Ads in the Google SERPs

Lots of reports flying around today about AdWords ads showing up at the bottom of Google's search results (as opposed to their traditional location at the top and right-hand sides).

Webmasterbrain actually spotted this a few weeks back (with screenshot), and brings up the question everyone probably should be asking:

With a potential total of 16 Adwords ads on some Google search results pages, how is Google going to be able to maintain that clean, simple search interface they've become famous for?

Actually, I guess the real question we should be asking is: what is the click-through rate on those bottom-dwelling ads going to be, relative to ads on the rest of the page? And how can I get my ads in there?
